Permissions are on a per node type basis. This module can be used to allow users to moderate comments on their own blogs.
Additionally, you can configure this module to force comments on selected node types to be approved before they get published.
Installation
Unpack in your modules folder (usually /sites/all/modules/) and enable under Administer > Site Building > Modules.
