All the processing and collection runs on the wordpress.com servers and saves your own hosting account from additional load.
Upload 'stats.php' to your '/wp-content/plugins/' directory.
Activate the plugin through the 'Plugins' menu in WordPress.
It will ask you to enter your WordPress.com API key, do so.
