This function returns a value 1 if success else 0.
If any other MATLAB data types, apart from string type, are passed to this function then also it will return a value of 0.
The function will evaluate a standard IPV4 address format only. The format needs to be stricly "xxx.xxx.xxx.xxx".
XXX being a value from 0 to 255.
